The future power lithium battery industry will be very promising

On December 18, the National Development and Reform Commission issued the "Rules for the Handling of Investment in the Car Industry" (hereinafter referred to as the "Rules"), which not only raises the production threshold of new pure electric car enterprises, but also puts forward higher requirements for the power lithium battery industry. Compared with the Rules for the Handling of Investment in the Car Industry (Draft for Solicitation) (hereinafter referred to as the Final Draft), the Rules do not put forward detailed skill targets for new power lithium batteries, but with regard to the expansion projects of existing automotive power lithium battery enterprises, it is clearly pointed out that the capacity utilization rate of enterprises in the previous two years needs to be "not less than 80%".

Previously, the final draft has caused controversy in the industry due to the extremely high skill standards for new power lithium batteries, although this more stringent "threshold" has been canceled, but in terms of power lithium battery capacity control, the "Rules" on the basis of the final draft, new detailed targets for capacity utilization rate, further clarify the idea of "diluting pre-approval, strengthening supervision during and after the event, and standard shopping mall entity capital contribution".

In addition, the direction of the final draft to guide pure electric vehicle companies to grasp the production talent of key parts has not changed. The Rules require that the shareholders of the legal person of the enterprise funded by the newly established pure electric car enterprise should have the intellectual property rights and production talent of key parts such as automotive power lithium batteries. This means that car companies and battery manufacturers together development, car companies independent development of power lithium battery will become a trend, whether power lithium battery manufacturers or electric vehicle manufacturers, will face more severe checks and more fierce competition.
